Obtaining
While returning to Shellmound, spray the Shellmound maidens with the Fish Guts Gun and blame the seagulls on their Beast Hooker. Then you can take the Beast Hooker for yourself.
Using
Use the Beast Hooker on Vella after you have given Marshal Dune the Bucket of Sap and while you are in the main area of Shellmound. Talk to Marshal Dune and have him compliment your scent before you leave the area.
